Additional Competency Review Requirement Effective August 31, 2012

Chapter 299, An Act Relative to Augmentative and Alternative Communication Opportunities for Children, was signed into law on August 10, 2010. It directed the Board of Elementary and Secondary Education (Board) to amend two sections of the Educator Licensure regulations - 603 CMR 7.06(25)(d) and 603 CMR 7.06(26)(b)12 - to require approved teacher preparation programs leading to licensure as either a teacher of students with moderate disabilities or a teacher of students with severe disabilities to add "instruction on the appropriate use of augmentative and alternative communication and other assistive technologies." In April of 2011 the Board approved changes to the Educator Licensure regulations (603 CMR 7.00) that require the coverage of instruction on the appropriate use of augmentative and alternative communication and other assistive technologies be included within the competency review for each of these licenses. Please note that individuals who apply and satisfy all requirements for a Teacher of Students with Moderate Disabilities and/or Severe Disabilities license prior to August 31, 2012 may qualify for licensure by meeting the requirements in effect prior to July 1, 2011. Individuals that apply for a Teacher of Students with Moderate Disabilities and/or Severe Disabilities license on or after August 31, 2012 and those that satisfy requirements for these licenses on or after August 31st will be required as part of their competency review to have demonstrated competency in instruction on the appropriate use of augmentative and alternative communication and other assistive technologies.
