This memorandum is being posted on the Department's Academic Support website as well as mailed and emailed to eligible entities; it includes details and highlights regarding the Fiscal Year 2012-2013 (FY13) Academic Support Allocation Grant funded through state line item 7061-9404.   • Allocation Amounts: Allocations are the maximum amount of funding each applicant is eligible to receive to run a Fund Code 632 (school year) and/or Fund Code 625 (summer) program. Amounts are based on a formula that incorporates the most recently available student MCAS scores and FY12 allocation amounts.

    FY13 amounts will be posted in mid-July to: http://www.doe.mass.edu/as/grants/fy13_632-625amounts.xlsx. Please note: eligible districts are listed on the first worksheet tab, and approved private special education schools and collaboratives on the second worksheet tab. Eligible entities will also have their specific amount noted at the bottom of the address label on the envelope in which this memorandum is sent.

  • To Reserve Funds - If you have not already done so, submit an application or written intent to apply by Monday, October 5, 2012:
    Intents can be submitted via the on-line form: http://www.doe.mass.edu/conference/?ConferenceID=1339. This will reserve your funds for a FY13 Fund Code: 632 and/or Fund Code: 625 grant. If preferred, an emailed intent may instead be sent to achievement@doe.mass.edu. Submitting the intent reserves the funds but does not obligate you to apply for the funding; however, this information helps the Department to redistribute an appropriate amount of funds.
  • FY13 Student Eligibility: Academic Support funds are available to support additional student learning time in content areas necessary to meet the Competency Determination (CD) required for a high school diploma. Services may be for students who are in the following categories:

    • post 12th graders (classes of 2003-2012) who have not met the CD required for a high school diploma; and
    • students in grades 8-12 (classes of 2013-2017) who scored in the Warning/Failing or Needs Improvement levels (<240) on their most recent MCAS in English Language Arts or Mathematics, and/or the Warning/Failing level (<220) on their most recent Science and Technology/Engineering MCAS.
  • Part II Workbook - Budget (II-A) and Budget Narrative (II-B) - This Excel file Workbook is in the RFP's Required Forms section. The budget and budget narrative are a part of the same file. Please print the file so it takes up four portrait pages (two for the budget and two for the narrative). On the screen you will see the budget on the left and the narrative form lined up with it on the right. If it does not automatically print onto four pages, please go to File, Page Setup, and then under the Page tab, under Scaling, click on Fit to, and then type in "2" page(s) wide by "2" tall. Please note that the workbook includes macros and see the important opening instructions listed in the RFP's Required Forms section.   • Assurances Document: This document is also in the RFP's Required Forms section and must be signed and submitted with any application proposing to serve eligible students from any/all of the following classes: 2015-2017. Requirements include being able to show or submit documentation indicating priority and support for students in the classes of 2003-2014 who are likely to need assistance with earning their CDs.   • Due Dates: All FY13 school year proposals must be received by the Department at least 15 business days before the proposed start date. The last date proposals can be submitted is Friday, March 1, 2013 for a school year program (September 2012 - June 2013) and Friday, April 5, 2013 for a summer program (July-August 2013). The release of funds is contingent upon the submission of all FY12 program data and narrative evaluations. Note: Districts must submit separate applications, budget pages, and signature pages for Fund Code 632 (school year program) and Fund Code: 625 (summer programs).
  • Required Student Data Submissions: Individual student data information is required to be submitted through the Department's security portal. Due dates are July 31, 2013 for school year programs and September 30, 2013 for summer programs. Details and instructions will be provided by the Department to all grant recipients and will be posted to the Academic Support Data Collection web pages - http://www.doe.mass.edu/as/data/.
  • Technical Assistance Sessions: Grantees are invited to have personnel (coordinators, data entry staff, instructors, etc.) attend appropriate Academic Support professional development workshop and data training sessions. Details on scheduled events will be found on the Department's Calendar and on the Academic Support PD page.
  • Annual Notifcation to Former Students - Reminder: School districts (whether or not they receive Academic Support allocation grant funds) must provide annual written notice to former students who have not yet earned their CD (and who have not transferred to another school) regarding the availability of publicly funded post-high school remediation programs aimed at helping them satisfy the graduation requirement, and districts must encourage these students to participate in such programs. At a minimum, a district is obligated to send annual written notice by first class mail to the last known address of students who attended a high school in the district within the past two years. Districts are strongly encouraged to utilize additional successful recruitment strategies to ensure participation. More details are posted to http://www.doe.mass.edu/news/news.aspx?id=3051.
