FY2023: Matching Grant for Community-Based Summer Learning in Boston

Purpose:

For a matching grant for the operations of community-based summer learning programming in the City of Boston for planning and implementation for summer 2023.

Funding:

Approximately up to $1,000,000 is available through the Governor's Emergency Education Relief (GEER) funds.

Funding is contingent upon demonstration of matching dollars. Matching dollars can be through municipal, local education agency (LEA) or private contributions and can demonstrated through commitment letters on organization letterhead signed by the organization's CEO; signature by the municipality or LEA CFO is acceptable.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding becomes available it will be distributed under the same guidelines that appear in this RFP document.

Fund Use:

Funds must be used in alignment to support the planning and operations of summer learning programs in summer 2023 as described in a budget, budget narrative, and required program information that is submitted to the Department's Office of Student and Family Support.

Note: Indirect costs may be charged to this grant up to 6% based on approved indirect rate: Essential Information

FY23 Upon Approval* (no earlier than 4/01/2023) — 6/30/2023
FY24 7/1/2023 – 9/30/2023

Note: Portion of funds for planning/implementation from 04/01/2023 – 6/30/2023 will reflect under FY2023 and funds for 07/01/2023 – 09/30/2023 will reflect under FY2024.

* Grant start date cannot be prior to DESE receiving a substantially approvable Application Submission as directed in this RFP's Submission Instructions. Goods and Services cannot be procured prior to Grants receiving and approving an application submission. Funds cannot exceed the project duration end date.

A narrative evaluation on the funded activities and outcomes of the program is requested by the Department after the end of the summer by September 30th.

In EdGrants, districts are required to create and name the project. Please use the following naming convention for your "Applicant Project Name" in EdGrants:

Important Note: Two separate EdGrants submissions will be required for Upon Approval – 06/30/2023 (FY2023) and 07/01/2023 – 09/30/2023 (FY2024). Please submit FY2023 portion by due date noted, and the Department will notify when FY2024 portion is available for entry in EdGrants later in spring of 2023:

All items listed under the required forms section of this RFP should be uploaded / attached in the Attachments List formlet of the Application Submission in EdGrants. This includes a signed / scanned PDF of Part I / Coversheet with Superintendent's signature. The final budget the applicant is requesting will be entered directly into EdGrants as part of the application submission process.
