Resource Allocation and Strategic Planning for Districts

The Resource Allocation Strategy and Planning (RASP) unit within OPR seeks to enhance and support districts' resource allocation and data use.

Provide districts with reports and resources to make effective decisions

Education systems face a common challenge of delivering the best possible outcomes with limited resources. DESE is committed to supporting educators in employing data and evidence effectively to develop strategic plans, use evidence-based practices, align resources, and continuously improve their work.

• Resource Allocation and District Action Reports (RADAR) enable district leaders to compare their staffing, class size, special education services, school performance, and per-pupil spending data with similar districts.

• The Resource Reallocation to District Priorities competitive grant program allowed districts to examine resource allocation in more depth using RADAR data and other sources of information, make meaningful changes in resource allocation to implement evidence-based strategies, and measure the impact of the resources invested in those strategies. Nine received awards, and the case studies that describe their work are available.

The Planning for Success initiative helps district leaders with local improvement planning and monitoring for continuous improvement.

The "How Do We Know" initiative ties into these planning and resource allocation tools with resources about evidence-based practice across the Commonwealth.
