FY2023: Career and Technical Education Student Organizations

Purpose:

The purpose of this targeted federally funded Career & Technical Education (CTE) Student Organization grant program is to help participating students prepare for success after high school. The Strengthening Career and Technical Education in the 21st Century Act (Perkins V) permits funds to be used to support CTE Student Organization programs for the continuous improvement of Career and Technical education in Massachusetts.

Priorities:

Priorities for this grant include, but are not limited to:

  • Closing the proficiency gap for underserved student populations.

  • Increasing the number of special needs students participating in the program, including students with disabilities; students with limited proficiency in English; students from economically disadvantaged families; students that are single parents and/or pregnant; and students pursuing careers that are nontraditional for their gender.

  • Increasing the overall number of students needing additional wrap around support(s) to be college and career ready.

  • Increase student outcomes on the Perkins V secondary-level core indicators of performance.

  • Increase the number of students projected to participate in skill development competitions and leadership events at the national and/or state level. To help ensure that grant funded initiatives are based on and aligned with research-based standards of effective practice, the Department of Elementary and Secondary Education (DESE) requires that applicants connect their proposals to DESE's research-based District Standards and Indicators and reflect the characteristics of successful districts. Intentionally aligning proposed initiatives to these standards and indicators will support applicants' effective planning and the strategic use of grant funds.

  • CTSO Activities should include:
    • Lead in person and virtual professional learning communities and/or opportunities with partner schools
    • Coordinate state and national competitions in collaboration with district leaders as applicable
    • Provide participation, outcome, and other data to determine success of implementation
Eligibility:

State recognized Career and Technical Organizations: SkillsUSA, FFA, DECA, BPA, HOSA, and EdRising serving students in Chapter 74 and N74 CTE Programs.

Funding:

Funding will be available contingent on federal appropriation. An approximate total of $588,000 will be available for this grant program. Grant awards for programming will be determined by the number of students projected to participate in skill development competitions and leadership events at the national and/or state level.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding becomes available it will be distributed under the same guidelines that appear in this RFP document.

Funds should be used to support career and technical student organization in addressing the grant priorities aligned with Perkins federal funding allowable costs, please refer to this resource for guidance .

  • State Agencies with ISAs: Waiver filed with ANF to reduce the amount of indirect charged to these grant funds in MMARS. It is the responsibility of the applying entity that is a state agency to file an indirect waiver request with ANF and send a copy of the approved request to CTR. DESE cannot request indirect waivers on behalf of state agencies. (See Fund Use section for more info; See Additional Information for Colleges/State Agencies section for the ANF Waiver Request Form)

Submission Instructions:

Submit all required grant materials through EdGrants

In EdGrants, districts are required to create and name the project. Please use the following naming convention for your "Applicant Project Name" in EdGrants:

  • FY23 414 Student Organizations (Applicant Name)

All items listed under the required forms section of this RFP should be uploaded / attached in the Attachments List formlet of the Application Submission in EdGrants. This includes a signed / scanned PDF of Part I / Coversheet with Superintendent's signature and date. The final budget the applicant is requesting will be entered directly into EdGrants as part of the application submission process.

Please note: It is up to the district to determine who they want to add as EdGrants Front Office users in order to submit grant application as well as payment request information.
