High-Dosage Math Tutoring (HDMT) in Massachusetts

DESE's vision is for every student to access grade-level math instruction with the right support to succeed. High-Dosage Math Tutoring , grounded in a Multi-Tiered System of Supports (MTSS), offers targeted help for struggling students, using data to guide instruction, high-quality materials, and consistent tutors. High-Dosage Math Tutoring can support any student in need, including students working below grade level, multilingual learners, and students with disabilities.

The Department has approved vendors to provide high dosage tutoring that is aligned with the Design Principles for Accelerating Student Learning with High-Impact Tutoring , developed by experts from the Annenberg Institute at Brown University, Stanford University, and the University of Virginia. This includes tutoring programs that are:

  • Student-Centered: Using diagnostic data, tutoring partners create individualized and academic learning goals to determine instructional focus areas as well as progress monitoring to ensure that students are working on the right skills at the right time.
  • Evidence-Based: Students are paired with trained tutors who are invested in their learning and use instructional approaches with a track record of success.
  • Flexible: Depending on the content and tutoring program, there are in-person, hybrid, and virtual options during and after the school day for schools to choose from.
  • Consistent: Sessions take place on a consistent schedule, ideally three or more sessions per week—in small groups of up to four students, with consistent tutors.
  • Aligned: Students work with grade-level math content to accelerate learning and close opportunity gaps.

The tutoring providers below are included in a Master Agreement with DESE, under which LEAs may make purchases for services without needing to do their own competitive procurement. If you anticipate continuing or launching math tutoring services in your school or district, you may make purchases for services without needing to do your own competitive procurement. To utilize the Master Agreement, please contact Elaine.Lian@mass.gov to obtain any documentation required by your district Business Office.

HDMT provides targeted, in-school math support that reinforces Tier 1 instruction within MTSS, using small, consistent groups, frequent sessions, and data-driven decisions to accelerate learning. Schools looking to start their own high-dosage math tutoring program should consider the following guidance:

  • Schedule during the school day: Build tutoring into WIN/intervention blocks or other in-day periods; run 3×30 min/week or 2×45 min/week in 6–12-week cycles.
  • Keep groups small: Use 1:1–1:4 ratios and maintain consistent tutor-student pairings to build trust and momentum.
  • Target with data: Use MCAS, classroom tests, and teacher input to select students who need support.
  • Match Tier 1: Align tutoring topics to current classroom units (e.g., fractions with fractions) to boost transfer and confidence.
  • Choose delivery wisely: Provide a supervised room with reliable devices/internet and an on-site facilitator (paraprofessional/coach) to take attendance, manage technology, and keep students on task.
  • Measure and adjust: Use pre/mid/post checks, track minutes delivered, and regroup mid-cycle based on progress data.
  • Close the loop: Share weekly progress between tutors and teachers; celebrate growth; communicate with families as appropriate.
  • Lead and troubleshoot: Designate a site lead/coach to oversee schedules, tech, and fidelity; resolve barriers quickly.
  • Build culture: Brand tutoring positively (e.g., "Math Lab" or "Accelerator") to reduce stigma and encourage participation.

DESE is currently accepting vendor submissions for the High Dosage Math Tutoring Master Agreement , which will cover FY26 through FY30. This agreement will establish a list of pre-approved tutoring vendors that schools and districts may contract with directly for future tutoring services.

Once approved, vendors will be eligible to:

  • Provide high-dosage or targeted tutoring services aligned with DESE priorities
  • Be selected by DESE or directly by districts for tutoring contracts
  • Receive work orders for tutoring services statewide
