2019 Guide to Annual Reporting

This guide provides information on filing the 2019 Annual Report (Combined SAR/Title II Reports)

Important to note: the 2019 Annual report covers program information from September 1, 2017 – August 31, 2018.

Filing the 2019 Annual Report

  1. Section I: Program Information must be completed by all sponsoring organizations with approved educator preparation programs. This section includes data that is collected for both the State Annual Report and for Title II reporting.

    Parts of Section I ask for information to be reported for initial teacher licensure programs only (Title II Programs) and for all educator preparation programs (including initial teacher licensure programs).

    1. If your organization does not offer any initial teacher licensure programs, enter zero if a numerical value is required, for the columns labeled 'Initial Teacher Licensure Programs Only' (Title II programs). Report information on all other educator preparation programs your organization offers in the column labeled 'All Educator Preparation Programs'. These programs include:

      • Reading Specialist and any other specialist teacher
      • Professional Support Personnel
      • Administrators
      • Professional licensure

    If your organization does offer initial teacher licensure programs, the information entered in the column labeled 'Initial Teacher Licensure Programs Only' will be used for Title II reporting. You should report information for all educator preparation programs, including initial teacher licensure programs, in the column labeled 'All Educator Preparation Programs'.

    Section I: Program Information collects information on the following:

    • Admission requirements: admissions information for undergraduate, initial teacher license programs; post-graduate, initial teacher license programs; all undergraduate educator preparation programs; and all post-graduate educator preparation programs

    • Exit requirements: exit information for undergraduate, initial teacher license programs; post-graduate, initial teacher license programs; all undergraduate educator preparation programs; and all post-graduate educator preparation programs

    • Student enrollment: the number of students enrolled by gender, ethnicity and race for both initial teacher license programs only and all educator preparation programs

    • Faculty and staff: the number of faculty and staff by gender, ethnicity and race for both initial teacher license programs only and all educator preparation programs.

    • Clinical experiences (Practicum and Pre-practicum): information on practicum and pre-practicum experiences for both initial teacher license programs only and all educator preparation programs

    • Annual goals: report up to three goals for your organization's educator preparation programs for the upcoming year. Prior year's goals will be pre-populated. If you are a newly approved educator preparation provider, enter N/A for prior year goals and progress on goals.

    • Program and practicum completion: the average number of courses required for program completion and the average number of practicum hours required for program completion. These will be reported separately for Teacher Initial Baccalaureate; Teacher Initial Post-baccalaureate; Teacher Professional; Specialist Teacher Initial; Administrator Initial; and Professional Support Initial programs.

    • Substantial program or organizational changes: report up to three substantial changes in your organization's educator preparation programs over the past year.

    • Number of: students enrolled; non-practicum coursework completers; and program completers. This data will be pre-populated with the 2015-2016 data entered into ELAR through the Early ID system) and will be different for each organization. This data is not editable in the SAR reporting feature. If the pre-populated data within the report is inaccurate or there are other errors, you may correct those errors by making necessary changes within the Early ID system. If changes are made in Early ID, they will not update automatically within the SAR report. At the end of the State Annual Reporting window, DESE will run a new report from the Early ID system to capture any changes that were made. You can use the checkboxes to indicate whether changes were made or whether data was accurate.

  2. Sections II – VI of the Annual Report only need to be completed by organizations reporting on initial teacher licensure programs for Title II. The ELAR system will only display the sections that your organization needs to complete. Additional guidance on Title II questions can be found on the Title II/Higher Education Act website.

  3. Section II: Goals and Assurances (only Title II organizations need to complete)

    • Additional Program Information: Title II-specific questions on the program type and TQE partnership grants.

    • Additional Admissions Information: Title II-specific questions about the admissions policies and practices for initial teacher licensure programs

      • The question asking for the percentage of students formally admitted into your initial teacher licensure programs, broken down by freshman, sophomore, junior, and senior, is referring to baccalaureate programs only.

      • The question asking when students are formally admitted into your initial, post-baccalaureate certification programs allows you to provide context to explain your answer (limit to 128 characters).

    • Goals and assurances: Under the column 'Goal for # of completers', please be sure to enter a numerical value. If a given program does not apply to your particular organization, enter '0' (zero) as the numerical value, choose N/A in the Goal Met column, and enter 'N/A' in the text boxes 'Description for strategies used to achieve goal' and 'Description of steps to improve performance in meeting goal or lessons learned in meeting goal'.

  4. Section III: Statement and Designation as Low-Performing (Title II organizations only need to complete)

  5. Section IV: Use of Technology (Title II organizations only need to complete)

  6. Section V: Teacher Training (Title II organizations only need to complete)

  7. Section VI: Certification (all organizations must certify)

Helpful Hints:

  • Use a copy of the SAR/Title II worksheet (electronic or hard copy). Input your data on the worksheet and use it as the source for data entry into the ELAR system. This approach tends to minimize on-line navigation problems and data errors. Should errors occur within the reporting system, having a hard copy of the data outside ELAR can be a valuable tool for troubleshooting.

  • While completing the Title II portion of the Annual Report, consult the Title II/Higher Education Act website for more information, including a glossary of terms used.

  • Please note that the on-line data entry accepts only whole numbers (no decimals or fractions). Use zeros, not N/A for items for which you have no data. Do not leave any boxes empty. Entering in non-alphanumeric symbols will generate errors within your report.

  • Before you "submit" your report, please make sure all data is accurate and complete and that you print a copy for your files. Once you "submit" you will not be able to access your report to revise or print.
