What is the HQIM Implementation Grant?

Purpose

The High-Quality Instructional Materials (HQIM) Implementation Grant will support districts in implementing recently purchased tier 1 core high-quality instructional materials (HQIM) in mathematics, ELA, science and digital literacy. Intended to support evidence-based, culturally responsive, inclusive, and equitable implementation of high-quality materials and to amplify the power of those materials, this grant will provide funding and support to accelerate student learning.

This grant will support districts' HQIM implementation in the following ways:

  • Development and enactment of a comprehensive equity-driven curriculum implementation plan
  • Strengthening of existing partnerships between districts and educator preparation programs (i.e., supporting teacher candidates with building their curriculum literacy)
  • Professional development for educators, coaches, and administrators to support the skillful implementation of new HQIM
  • Customized, individualized, and systematized support from an expert implementation consultant who will provide regular onsite support throughout the duration of the grant

Theory of Action

If schools and districts have the information and support they need to provide teachers with access to high-quality, standards-aligned, culturally relevant curricular materials

and if sustainable and collaborative professional learning structures help teachers use those materials to orchestrate student learning experiences skillfully

then teacher and student experiences, and ultimately student outcomes, will improve.

Grant Overview

Districts that have reported using High Quality Materials in the Curriculum Data Collection and are looking for support to skillfully implement those materials in their districts would identify between 1-3 goals for the duration of the grant (January 2023 through August 2024).

Awarded districts would be matched with an Implementation Consultant who would support the district's Implementation Grant Leadership team through the duration of the grant. With the support of the Implementation Consultant, the district would complete a Landscape Analysis to provide the necessary information to support the development of an Implementation Plan that would outline the specific activities the district would complete during the grant.

Once the Implementation Grant was approved by DESE, the remainder of the grant would be dedicated to enacting the Implementation Plan.

Prioritization

This grant will balance district's readiness and need. Districts meeting the below criteria will be given special prioritization.

  • Districts with at least one school or schools that are identified as requiring assistance in the state accountability system based upon 2019 data and/or with an overall accountability percentile of 20 or below based upon 2019 data.
  • Districts whose total student population is comprised of 10% or more students identified as English learners.
  • Districts that serve a population of students of which over 50% are identified as low-income.
  • Additional competitive priority will be given to districts and schools in chronically underperforming status and the Strategic Transformation Region

What activities would occur during the grant?

  • Development and enactment of a comprehensive equity-driven curriculum implementation plan, based on a personalized Landscape Analysis

  • (Optional) Strengthening of existing partnerships between districts and educator preparation programs (i.e., supporting teacher candidates with building their curriculum literacy)

  • Professional development for educators, coaches, and administrators to support the skillful implementation of high-quality instructional materials, and/or release time for educators to improve district systems

  • Customized, individualized, and systematized support from an expert implementation consultant who will provide regular onsite support throughout the duration of the grant

Grant Timeline

  • Application Deadline November 22, 2022.
  • January 2023: Districts are notified, including their partnered Implementation Consultant
  • March 2023: Landscape Scape Analysis completed
  • June 2023: Implementation Plan completed
  • June 2023 – August 2024: District Enactment of the Implementation Plan.
