The Massachusetts Department of Elementary and Secondary Education (DESE) carries out its general supervision responsibilities under IDEA through a coordinated system that monitors compliance and supports improvement across multiple educational settings. To promote accountability, as well as support equitable educational practices and continuous improvement, the Office of Public School Monitoring (PSM) conducts reviews of public schools and districts to ensure compliance with special education and civil rights regulatory requirements through a process called the Integrated Monitoring Review. The Office of Approved Special Education Schools (OASES) promotes accountability and continuous improvement in private special education schools by providing guidance on policy and legal updates, analyzing data on incidents and complaints, and offering targeted technical assistance. OASES also collaborates with other state agencies to coordinate oversight, streamline procedures, and address cross-agency concerns affecting approved special education schools. Additionally, the Special Education in Institutional Settings (SEIS) program delivers educational services to eligible students in institutional placements, supporting their academic progress and transition back to local schools. Together, these offices ensure the quality, compliance, and equity of special education services across Massachusetts.
