Special Education Policy Memo SY2022-2023 — 1

Mileage Reimbursement for Parents under 603 CMR 28.07(6)

To:Superintendents, Administrators of Special Education, School Business Officials, and Other Interested Persons
From:Russell Johnston, Deputy Commissioner of Elementary and Secondary Education, and Jamie Camacho, Director, Office of Special Education Planning and Policy
Date:Reissued- July 17, 2022

The purpose of this memo is to provide an update with the most current information on the mileage reimbursement for parents who provide transportation for their child in accordance with 603 CMR 28.05(5) and 603 CMR 28.07(6).

Effective July 17, 2022, state employees became eligible to receive reimbursement for transportation at the rate of $0.62 per mile. Therefore, if a parent provides transportation to an eligible student requiring special transportation consistent with the requirements of 603 CMR 28.05(5)(b), the school district shall reimburse such parent the prevailing rate per mile for state employees. Reimbursement shall be for no more than the round-trip distance between the home and the school for school attendance and school-sponsored extracurricular activities. Mileage shall be determined based on a direct route between the student's home and school. No parent shall be obligated to provide such transportation.

This memorandum replaces the increase effective March 20, 2022, when the prevailing rate per mile was 58.5¢ per mile and the guidance issued by the Department on May 31, 2011 that stated that the prevailing rate was $0.45 per mile.

The Department encourages you to share this information with parents in your school community, as appropriate.
