MassSTEP Performance

MassSTEP Performance measures ensure that the system is fulfilling its mission "…to build innovative concurrent education and workforce development opportunities for adult learners." ACLS strives to ensure MassSTEP funds are allocated and used in accordance with federal and state mandates to best serve adult learners accessing services.

The MassSTEP Performance Measures are derived from the National Reporting System's for Adult Education (NRS) Table 11: Outcome Achievement for Integrated Education and Training Participants . This table includes the following Primary Indicators of Performance: MSG via Achievement of at Least One Educational Functioning Level Gain, MSG Passing a subtest on a State-recognized high school equivalency examination,1 MSG via Attainment of Secondary School Diploma/Recognized Equivalent,2 MSG via Passing Technical/ Occupational Skills Exam, and Employment Second Quarter after Exit.

Massachusetts uses the online LACES (Literacy, Adult and Community Education System), developed by LiteracyPro Systems, to collect and report performance data from adult education providers. The application was designed specifically to report to the NRS, as required by all states receiving WIOA Title II funding.

MassSTEP Provider Performance Report

The MassSTEP Provider Performance Report is an Excel document with 12 columns:

  5. % of Participants Achieving Outcome
  6. MSG via Achievement of at Least One Educational Functioning Level Gain
  7. % of Participants Achieving Outcome
  8. Participants Less than High School Credential at Entry
  9. MSG via Attainment of Secondary School Diploma/Recognized Equivalent
  10. Employment Second Quarter after Exit Cohort
  11. Employment Second Quarter after Exit
  12. % of Participants Achieving Outcome

JEmployment Second Quarter after Exit CohortThe number of participants included in the indicator.
KEmployment Second Quarter after ExitThe number of participants who are in unsubsidized employment during the second quarter after exit from the program.
L% Participants Achieving Outcome.The percentage of participants who are in unsubsidized employment during the second quarter after exit from the program.
