The Richard B. Russell National School Lunch Act, as amended by the Healthy Hunger-Free Kids Act of 2010, requires a unified accountability system designed to ensure participating school food authorities (SFAs) comply with National School Lunch Program (NSLP) and School Breakfast Program (SBP) requirements. The Act also requires an accountability system that conducts Administrative Reviews (AR) to evaluate program requirements for National School Lunch Program NSLP and School Breakfast Program SBP.
The Child Nutrition Program Integrity final rule, published on August 23, 2023, provided State Agencies discretion to choose a review cycle longer than 3 years, but not to exceed 5 years, while targeting additional oversight to those School Food Authorities SFAs most in need. State agencies that choose a review cycle longer than 3 years are required to identify high-risk School Food Authorities SFAs and provide additional oversight to these School Food Authorities SFAs and submit a plan to United States Department of Agriculture (USDA) Food and Nutrition Service (FNS) for approval. State Agencies must conduct targeted follow-up reviews of School Food Authorities SFAs designated as high-risk. The high-risk criteria that are outlined in regulations are as follows:
In July 2025, United States Department of Agriculture USDA, Food and Nutrition Service FNS approved a 4-year review cycle for Massachusetts Department of Elementary and Secondary Education (DESE), Office for Food and Nutrition Programs. The current administrative review cycle covers July 1, 2025 through June 30, 2030, specifically covering SY 25-26, SY 26-27, SY 27-28, and SY 28-29. All School Food Authorities SFAs will receive at least one administrative review. School Food Authorities SFAs meeting the high-risk criteria identified above, will receive targeted follow-up reviews required by United States Department of Agriculture USDA.
Districts preparing for the Administrative Review should utilize live and eLearning training opportunities developed by Department of Elementary and Secondary Education DESE on both the review process and refresh their understanding of program compliance.

Topic specific breakout rooms can answer questions or talk through compliance challenges you may be experiencing.
