National School Lunch Program Procurement Review — SY 2026 – 2027

The Richard B. Russell National School Lunch Act, as amended by the Healthy Hunger-Free Kids Act of 2010, requires a unified accountability system designed to ensure participating school food authorities (SFAs) comply with National School Lunch Program (NSLP) and School Breakfast Program (SBP) requirements.

In July 2025, the United States Department of Agriculture (USDA), Food and Nutrition Service (FNS) approved a 5-year review cycle for Massachusetts Department of Elementary and Secondary Education (DESE), Office for Food and Nutrition Programs (FNP). The 5-year procurement review cycle will cover July 1, 2025, through June 30, 2030, specifically covering FY26, FY27, FY28, FY29 and FY30.

Live Technical Assistance — Procurement Review Open House and Office Hours

Join Office for Food and Nutrition Programs FNP's procurement review team members for an Open House to provide brief training and to answer questions about the review process. Before attending an open house, view the recorded presentations linked below. The open house will not be recorded.

School Nutrition Directors and Business Officials are strongly encouraged to attend the open house and office hours as an opportunity to understand the review process.

The School Nutrition Director and Business Manager listed in the security portal will receive an invitation to open houses based on reviews identified for your district. Program Compliance Training Tools

  1. Nuts and Bolts of School Nutrition Programs On Demand Modules: An interactive online training series covering fundamental topics in the School Meal Programs. Review Procurement topics at your own pace, including but not limited to:
    1. Introduction to Compliance Reviews in School Meal Programs
    2. Introduction to Procurement in Child Nutrition Programs
  2. Nuts and Bolts of School Nutrition Programs Continuation Series: A series of recorded presentations focusing on various School Meal Program topics, including procurement procedures, are available to provide School Food Authorities SFAs with vital information and skills to improve program operations.
