FY2025: Partners for Youth Success: Personal Responsibility Education Program (PREP) — Continuation II

Purpose:

The purpose of this federally funded continuation grant, is to support previously funded school districts with professional development, coaching and support for implementation of their selected evidence-based teen pregnancy prevention education programs. This grant is administered in partnership with the Department of Public Health (DPH) and supported, by the federal Personal Responsibility Education Program (PREP). This collaboration ensures comprehensive support for young people across the Commonwealth

Priorities:

The priority of this grant is to support the continued work of districts participating in the Fiscal Year (FY) 2024 Fund Code (FC) 0716/0211 grants with implementation and sustainability of programming.

Eligibility:

The following districts, that were awarded a competitive FY2023 (round 1 /round 2) or FY2024 FC 0716/0211 grant , and any applicable continuation grants, are eligible for continuation funding in FY2025 to implement selected curriculum, participate in professional development, receive technical assistance and coaching and plan for sustainability of programming:

  • Berkshire Hills Regional School District
  • Chicopee Public Schools
  • Community Day Charter School
  • CREST Collaborative
  • Haverhill Public Schools
  • Salem Academy Charter School
  • Veritas Preparatory Charter

Federal grant fund recipients must adhere to:

  • UGG (2 CFR 200)
  • EDGAR As Applicable
  • EDGAR General Fiscal Administration 34 CFR Part 76
Funding:

Approximately $105,000 is available. Applicants are eligible to apply for up to $15,000.

This RFP is the governing document for these grant funds.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding becomes available it will be distributed under the same guidelines that appear in this RFP document.

Fund Use:

Funds can be used to:

  • Support release time for staff to attend professional development and to meet about program planning/implementation. (e.g., substitutes or stipends)
  • Purchase evidence-based curricula and related training on the chosen curriculum.
  • Support other costs related to planning for and implementing the chosen curriculum.
Project Duration:

Upon Approval* – 6/30/2025

* Grant start date cannot be prior to DESE receiving a substantially approvable Application Submission as directed in this RFP's Submission Instructions. Goods and Services cannot be procured prior to Grants receiving and approving an application submission. Funds cannot exceed the project duration end date. Pending appropriation and the meeting of grant requirements, Chicopee Public Schools may be eligible for continuation grant(s) in Fiscal Year 2026.

Proposals must be received at the Department by 5 p.m. Eastern on the date due.

    • District Implementation: should be completed by all districts unless the district has partnered with a community-based organization to implement the key requirement s under this grant.
         or
    • District/CBO Partnership: complete and submit if the district is working in partnership with a community-based organization to implement the key requirements under this grant
  • Massachusetts Sexuality Education Self-Assessment (if applicable)
Additional Information:

Required Meetings and Trainings

  1. Grantees will be required to schedule a grant kick-off meeting to review key grant requirements and details of curriculum implementation. It is anticipated that meetings will be scheduled beginning the week of December 16th through the week of January 6th. Grantees will receive a link to schedule upon approval.
  2. Evaluation of the program and program activities is required in order to measure program effectiveness and is a condition of the funding for this grant. In order to ensure compliance with this requirement, grantees must attend training on the proper implementation, completion and submission of documents. Data and Evaluation training are being held on:
    • December 16, 2024, 2pm–3pm
    • December 19, 2024, 2:30–3:30pm
    This training is required for educators implementing the selected curriculum. Educators need only to attend one of the aforementioned training sessions.
  3. DESE will be providing various professional development opportunities, activities and resources throughout the year to support implementation and sustainability of PREP programming and content delivery through integrated approaches that focus on the whole child and comprehensive health. Some activities may include the completion of various tools, action plans and assessments to help guide this work.

Post Approval Required Forms**

  1. Teacher Assurances. All teachers implementing the curriculum are asked to complete and submit prior to program delivery. A link to the form will be provided upon award.
  2. A TA/Observation planning log must be submitted for each participating teacher prior to curriculum implementation. A link to this form will be provided upon award.
  3. Confirmation of curriculum being implemented with sequencing to ensure proper evaluation materials are implemented.

** We ask for these forms to be completed to ensure understanding and responsibilities as well as to be able to monitor program implementation for reporting to federal funders.

Submission Instructions:

The FY25 FC 0716 Partners for Youth Success: Personal Responsibility Education Program (PREP) — Continuation II will be submitted in our new GEM$ system. GEM$ is a cloud-based fiscal and program management grant system that will eventually phase out the use of EdGrants.

Please Note: Grant Submission at the LEA level requires roles to be established for Grant writer for the specific fund code, LEA fiscal for financial review/approval, and Superintendent/Chief Executive sign off. All these roles should be established prior to the grant due date and all appropriate forms should be either uploaded to GEM$, maintained at the LEA level or sent in to the DESE RFP contact as described on the individual forms.
