FY2026: After-School and Out-of-School Time (ASOST) Pilot Data-Sharing Earmarked Funds Grant

Purpose:

For the continued operation of a pilot data-sharing program designed to provide school districts with funds to partner with local community-based organizations and share identifiable student data to the extent allowed by law, as described in Fiscal Year (FY) 2026 state budget 7061-9611 line item language :

"…provided further that funds shall be expended for the continued operation of a pilot data-sharing program designed to provide school districts with funds to partner with local community-based organizations and share identifiable student data to the extent allowed by law;…and provided further, that not later than June 30, 2026, the grantee shall file a report with the house and senate committees on ways and means on the effects of the pilot program on students participating in the programs partnered with the school districts…."

Eligibility:

Massachusetts-based non-profit organization operating pilot data-sharing program starting in FY2018 and in continued operation through FY2025: Massachusetts Afterschool Partnership (MAP)

State Line Item 7061-9611

The receipt of grant funds is contingent upon the grantee being able to certify that it will comply with the Massachusetts General Laws, including G.L. c. 40A, § 3A, the MBTA Communities Act. Compliance with the MBTA Communities Act is determined by the Executive Office of Housing and Livable Communities.

Funding:

Approximately up to $100,000 is available.

This RFP is the governing document for these grant funds.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding becomes available, it will be distributed under the same guidelines that appear in this RFP document.

Fund Use:

Funds must be used in alignment with the respective line-item language, and as described in a budget, budget narrative, and required program information that is submitted to the Department's Office of Student and Family Support.

Note: Indirect costs may not be charged to this grant

Project Duration:

School Year (FY26) : Upon Approval* – 6/30/2026

Summer (FY27): 7/1/2026 – 8/31/2026 (if applicable)

To allow access for summer FY27 spending, grantees must reduce their School Year grants in the spring of 2026 to free up funding which will be rolled into FY27. There will be a separate funding application to submit for the FY27 summer portion.

* Grant start date cannot be prior to DESE receiving a substantially approvable Application Submission as directed in this RFP's Submission Instructions. Goods and Services cannot be procured prior to Grants receiving and approving an application submission. Funds cannot exceed the project duration end date.
