Districts' Three-Year Gap-Closing Plans (SOA Plans), Including FY22 Amendments

The Student Opportunity Act calls for every district in the state to develop 3-year gap-closing plans, commonly referred to as SOA Plans. Please note that districts' 3-year gap-closing plans highlight a few evidence-based program areas they identified as key levers for closing opportunity gaps experienced by student groups they serve. These plans are not expected to reflect districts' comprehensive plans for improvement; if you are interested in a district's comprehensive improvement plan, we recommend visiting the district's website.

The Student Opportunity Act Dashboard is a searchable database that allows users to view individual districts' 3-year gap-closing plans. This dashboard integrates data from districts' original SOA plans and FY22 plan amendments. Important Considerations When Reading District Plans.

  • Data in the 3-year gap-closing plans, including anticipated FY22 budget resource allocations and implementation progress, are self-reported by districts.
  • The FY22 budget tables in the plans are intended to reflect investments from multiple funding sources that districts are making to support the implementation of the evidence-based program areas in their plans.
  • Please email SOAPlans@mass.gov to report any errors. Corrections will be reflected in any subsequent updates to the dashboard.

Note: Districts' original 3-year gap-closing plans (SOA Plans), submitted between April 2020 and January 2021, can be accessed on the Districts' Original 3-year Gap-Closing Plans page.
