Grants and Other Financial Assistance Programs

FY2020: Expanded Learning Time

Fund Code: 225

Purpose:

This targeted state funded grant program provides financial assistance to local school districts with schools that have approved Expanded Learning Time (ELT) implementation plans. All participating schools must increase the amount of time in their schedules so that they are operating at least 300 more hours longer than is average for students in other schools within the district.

Priorities:

To provide resources that support the implementation of approved ELT implementation plans in schools to:

  1. provide more instructional opportunities in mathematics, literacy, science, and other core subjects to support student achievement;
  2. integrate enrichment opportunities into student learning; and
  3. provide adults with increased opportunities to plan and participate in professional development and collaboration activities.

Eligibility:

Districts with schools with currently approved ELT implementation plan.

Funding:

Approximately $13,500,000 may be available, subject to the final FY20 state budget appropriation. Funds will be allocated on a per pupil basis based on average SIMS data.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding is to become available it will be distributed under the same guideline as listed in the initial RFP document.

Fund Use:

Salaries, stipends, contracts, instructional materials, and other expenses associated with operating an expanded school schedule.

Upon Approval – 6/30/2020

Update: Due to the COVID-19 pandemic, DESE is allowing applicants to reapply for unspent balances in FY21. To utilize this extension, please reduce your FY20 grant funds down to what will be expended. Once the FY21 funding opp is active in EdGrants, you will be notified to enter in a grant for the balance.

Submission Instructions:

Submit all required grant materials through EdGrants, with the exception of the *Collective Bargaining Documentation, which may be submitted when negotiated and signed for the 2019-2020 academic year and emailed to: Moira Connolly, mconnolly@doe.mass.edu.

In EdGrants, districts are required to create and name the project. Please use the following naming convention for your "Application Project Name" in EdGrants:

All required forms should be uploaded / attached in the Attachments List formlet of the Application Submission. This includes a signed / scanned PDF of Part I / Coversheet with Superintendent's signature as well as Part III and ELT Grant Assurances.
