Title I, Part D, Subpart 1, also called The Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent or At Risk, provides funds to state agencies that operate educational programs for youth in adult correctional facilities and for children and youth in the Department of Youth Services.
Title I, Part D, Subpart 1 grants assist state educational agencies in preparing students in custody ages 12–21 (*22 if eligible under a valid Individual Education Plan) for successful transition to education, training, or employment post-incarceration.
The priorities of Title I, Part D, Subpart 1 are to:
A state agency providing corrections education to children and youth is eligible to receive funds based on criteria established by the United States Department of Education (USED). Eligible agencies in Massachusetts include County Jails and Houses of Correction, The Department of Youth Services, and the Department of Corrections. Agencies provide a count of eligible students to the Massachusetts Department of Elementary and Secondary Education on an annual basis that is then used to determine allocation amounts. Grants are then awarded to each agency after DESE reviews and approves the state agencies completed and submitted grant application.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding becomes available it will be distributed under the same guidelines that appear in this RFP document.
Below is a list of eligible State Agencies for FY27. Final FY27 Title I, Part D, Subpart 1 allocations will be posted here when available. Additionally, agencies listed will be notified directly when grant allocations and applications are available in GEM$. The Department will host a mandatory informational session covering application procedures, funds management, program implementation, and program evaluation reporting requirements.

* Grant start date cannot be prior to DESE receiving a substantially approvable Application Submission as directed in this RFP's Submission Instructions. Goods and Services cannot be procured prior to DESE receiving and approving an application submission. Funds cannot exceed the project duration end date. The Grant Award Notice (GAN) issued in GEM$ is the official award notice for grant funds.
**The obligation end date of these grant funds covers multiple state fiscal years. Grantees should obligate and expend grant funding throughout the grant lifecycle. To extend grant funds beyond 6/30/2027, grantees must initiate an ISA amendment reducing the award and moving the expected balance into the next fiscal year. This must be done in the Spring of 2027 to ensure funding is available as of FY2028 and in the Spring of 2028 to ensure funding availability as of FY2029.
When the grants end is determined by each grantee's spending needs with 9/30/2028 being the latest possible end date. If proper ISA extensions are filed through 9/30/2028, grant balances can be liquidated on this award through November 30, 2028, and grantees must file a Final Expenditure Report (FER) to close out the grant by December 31, 2028. Otherwise, the grant ends on 6/30 and all funds must be liquidated and FER filed to close the grant by 9/30 (year 1 or year 2 depending on filed extensions).

State agencies eligible to receive Title I, Part D, Subpart 1 funds are required to take an additional step to obtain funds through the Interdepartmental Service Agreement (ISA) process. This process will add 4 to 6 weeks to the process timeline. Therefore, it is important to keep this in mind, plan ahead and submit your completed application in a timely fashion.
Completed Interdepartmental Service Agreement (ISA) Document, which will be generated by Grants Management after the State Agency has an approved application by the Federal Grants program office.
Once the grant is through the DESE Program Approved step of the workflow in GEM$, an ISA document will be generated by Grants Management on the ISA section/budget tags entered. The ISA document will be then uploaded into GEM$ as part of the grant file for the applicant to sign. Once signed by the applicant DESE signs. This fully executed ISA will then be attached to the GEM$ application (as a comment). The grant will then be moved through the DESE fiscal approved step in GEM$. The grant cannot be DESE fiscal approved without a signed ISA.

Program Evaluation: Grant recipients must evaluate its Title I, Part D, Subpart 1 program, disaggregating data on participation by gender, race, ethnicity, and age, not less than once every three years to determine:

The FY2027 Fund Code 0306 Title I, Part D, Subpart 1: Neglected and Delinquent grant must be completed and submitted in the Grants for Education Management System (GEM$).
Grant Submission at the LEA level requires roles to be established for Grant writer for the specific fund code, LEA fiscal for financial review/approval, and Superintendent/Chief Executive sign off. All roles should be established prior to the grant due date, and all appropriate forms should be either uploaded to GEM$, maintained at the LEA level or sent in to the DESE RFP contact as described on the individual forms.
