College, Career, and Technical Education Reporting & Data Resources

This page provides data and reporting resources for Massachusetts public high schools and institutions of higher education (IHEs) implementing college, career, and technical education (CCTE) pathway programs, including Career Technical Education (CTE) and recipients of federal funding under the Strengthening Career and Technical Education for the 21st Century Act (Perkins V).

Federal and state laws and regulations require districts, IHEs (e.g., public two-year colleges), and the state to assess the effectiveness of CCTE programs through the collection and analysis of student-level data that educational leaders and stakeholders can use the following interactive reports, tools, and resources to:

  • Understand school, district, and statewide data;
  • Monitor progress toward improving student performance; and
  • Support equitable access to pathways to success.

Data Collections

CCTE Collection Calendar

The CCTE Data and Reporting calendar provides tentative timelines for general reporting and pathway and/or program-specific reporting.

Security Portal Access

The Department collects data through several applications in the Education Security Portal. To ensure that your agency's staff members have the proper permissions to view, edit, and/or submit each application, please contact the appropriate administrator for your agency type:

Secondary Collections

Career Technical Education Admission and Waitlist Collection

School districts with one or more state-designated CTE programs must submit the required Career Technical Education Admission and Waitlist application in the Education Security Portal for the current reporting period's admission process. The collection gathers admission and waitlist data required under the CTE regulations (603 CMR 4.00) and supports DESE in ensuring equitable access, monitoring program demand, and understanding admission practices across programs. School Year 2026-2027 Collection
  • Spring 2026 — This collection captures district-level admission procedure data for the current reporting period, including whether the district used apportionment and held a weighted or unweighted lottery. Districts must also submit initial student-level applicant and lottery data using the CTE Initial Collection Template .
  • Fall 2026 — This collection captures final student-level waitlist and admission outcome data for student applicants following the spring lottery. Materials will be available prior to the collection.

Graduate Follow-Up Results Collection

School districts receiving Perkins funds must submit the required Graduate Follow-Up Results application in the Education Security Portal each year. This collection is used to calculate and report on the Post-Program Placement Core Indicator (3S1) as part of the Perkins V accountability system.

Career Clusters for Reporting

In 2026-2027, DESE will update Career Cluster reporting to align with updated federal reporting requirements under Perkins V, using the National Career Cluster Framework . The Department will align existing program areas to this framework (see the Career Cluster Alignment document for more information). Once updated, DESE will update the Career Connected Learning Hub.

Postsecondary Collections

School districts with state-designated postsecondary programs and IHEs receiving Perkins funds must submit the required Postsecondary CTE Reporting application in the Education Security Portal. The application supports multiple student-level and program-level postsecondary data collections used by DESE to evaluate and report on the effectiveness of programs. The collections are:

  • Perkins V Postsecondary Career Technical Education Data Collection — Perkins Fund Code 0401 and Fund Code 0459 recipients must report information on students in CTE programs for accountability and funding purposes. The report is collected in June of each year.
  • Pell Report — Perkins 0401 and 0459 recipients with postsecondary Perkins students receiving Pell grants must complete and submit the report between October 15 and the last Friday of December.
  • Postsecondary and Postgraduate Report (Districts Only) — Districts with students enrolled in state-designated CTE postsecondary programs or with high school graduates (postgraduates) enrolled in state-designated secondary CTE programs must report student enrollment by October 1 of each year.

Data Analysis and Review Tools

District and school leaders, CTE admission teams, and other stakeholders may use these reports to: engage in a process of data inquiry focused on improving equitable access to CCTE, establish a common understanding of trends, inform collaboration with regional partners, and enhance recruitment and admission strategies to better serve students across the Commonwealth.

CTE Enrollment and Admission Trends

CCTE Pathways and Programs Enrollment

These reports display student enrollment in state-designated CTE programs, Early College programs, Innovation Career Pathway (ICP) programs, and locally designated Career Connections programs by:

  • Grade — Enrollment data for grades 9–12 and special education beyond grade 12 (SP).
  • Race and Gender — Percent of students by race/ethnicity and gender.
  • Selected Population — Number and percent of students in certain student groups: First Language Not English, English Learners, Students with Disabilities, High Needs, and Low-Income.

College and Career Readiness Data Resources

Edwin Analytics (Edwin) Reports in the Education Security Portal is a powerful reporting and data analysis tool that gives authorized users access to new information and reports that specifically support improvements in teaching, learning, and educational outcomes. Edwin is unique because it integrates longitudinal data from early education through postsecondary education and the workforce. Edwin offers several CCTE and related reports.
