• Should substantial changes or annual goals include changes and goals that are a result of recent regulatory changes, such as the new SEI endorsement?

  Yes. If your organization made changes to its preparation programs in response to regulatory changes, please include these as substantial changes. Also, if your organization is establishing goals in response to regulatory changes or statewide initiatives, such as the recent SEI endorsement, please include those in your annual goals.
