2017 State Annual Report/Title II FAQ


  • What should I submit for Supervising Practitioner contact info?

    Every year, the Department surveys teachers who serve as a Supervising Practitioner in the current year to assess their perceptions of candidate readiness. To increase our response rates, we plan to issue the survey before the end of the school year in May, which is before the CAP data collection deadline . DESE will collect Supervising Practitioner contact information through the 2018 State Annual Report to act on this portion of the data we need earlier. SOs who use the CAP Online Platform will certify their data's accuracy. SOs that do not use the CAP Online Platform will upload their data through SurveyGizmo. SOs should be uploading or verifying data from 2017-2018. The spreadsheet should include the following data points:

    • Supervising Practitioner name
    • Supervising Practitioner email
    • Supervising Practitioner MEPID
    • Candidate Name
    • Candidate MEPID
    • Candidate practicum school and district

  • How should I calculate full-time equivalent?

    A full-time faculty or staff member should count as 1 and a faculty or staff member working half-time for the educator preparation programs should count as .5. For many institutions, a full-time teaching load for a faculty member is considered 4 courses, but this may vary across institutions and for alternative preparation programs. Your organization will need to determine what counts as a full-time faculty or staff member and then use that as the basis for calculating full-time equivalent faculty and staff.

  • Should faculty and staff information include arts and sciences faculty?

    No. Faculty and staff information should only include educator preparation program faculty and staff.

  • Should faculty and staff information include administrative staff?

    Yes. Educator preparation program administrative staff, such as clerical staff, MTEL preparation staff, licensure officers, etc. should be included.

  • Who should be included in the number of adjunct faculty supervising clinical experience during the academic year?

    Title II guidance on this question can be found at Title II's Technical Assistance page. Because this guidance is not entirely clear, the Ed Prep team advises programs to follow the following guideline: "Supervising faculty are defined as all persons whom the institution regards as having faculty status, who were assigned by the teacher preparation program to provide supervision and evaluation of student teaching and who have an administrative link or relationship to the teacher preparation program." This definition excludes K-12 supervisors who are not employed by the organization.

  • What programs are included under 'All Educator Preparation Programs'?

    'All Educator Preparation Programs' refers to all programs that lead to licensure. It does not include professional development programs or non-licensure programs, such as a master's in education policy. It DOES include all programs for which your organization is approved to endorse candidates for a Massachusetts educator license.

  • Should substantial changes or annual goals include changes and goals that are a result of recent regulatory changes, such as the new SEI endorsement?

    Yes. If your organization made changes to its preparation programs in response to regulatory changes, please include these as substantial changes. Also, if your organization is establishing goals in response to regulatory changes or statewide initiatives, such as the recent SEI endorsement, please include those in your annual goals.

  • How should we define when a student enrolls in our preparation program?

    603 CMR 7.00 Regulations for Educator Licensure and Preparation Program Approval define 'Enrolled' as "The point at which an individual has met all the sponsoring organization's requirements to be formally admitted into the educator preparation program." Ultimately, it is up to each organization to determine when a student meets all the requirements for admission and is considered enrolled in a preparation program.

  • How should I answer the question about the average number of clock hours for mentoring/induction support?

    Title II guidance for this question can be found at Supervised Clinical Experience. This question refers to coaching and support provided to candidates who are also serving as a teacher of record.

  • What's the difference between the State Annual Report and the Title II report?

    The Annual Report, refers to two Annual Reporting requirements: the Massachusetts State Annual Report (SAR), which is collected pursuant to the regulations for Educator Licensure and Preparation Program Approval (603 CMR 7.00); and the Title II Report, which is collected pursuant to Section 205 of Title II of the Higher Education Opportunity Act.

    The Title II report, reports only on programs that lead to a 'first initial teacher license'. As such, sponsoring organizations who only offer: Reading Specialist and any other specialist teacher licenses; Professional Support Personnel licenses; Administrator licenses; or Professional level licenses are considered non-Title II sponsoring organizations and do not have to complete sections of the Annual Report specific to Title II programs.

  • Do I have to complete all sections of the report?

    1. Section I of the report must be completed by all sponsoring organizations with approved educator preparation programs. This section includes data that is collected for both the State Annual Report and for Title II reporting.

    2. Parts of Section I ask for information to be reported for initial teacher licensure programs only (Title II Programs) and for all educator preparation programs (including initial teacher licensure programs).

      1. If your organization does not offer any initial teacher licensure programs, choose N/A if it is a drop-down option or input zero when a numerical value is required, for the column labeled 'Initial Teacher Licensure Programs Only' (Title II programs). Report information on all other educator preparation programs your organization offers in the column labeled 'All Educator Preparation Programs'. These programs include:

        • Reading Specialist and any other specialist teacher
        • Professional Support Personnel
        • Administrators
        • Professional licensure

      2. If your organization does offer initial teacher licensure programs, the information entered in the column labeled 'Initial Teacher Licensure Programs Only' will be used for Title II reporting. You should report information for all educator preparation programs, including initial teacher licensure programs, in the column labeled 'All Educator Preparation Programs'.

    3. Sections II – VII of the Annual Report only need to be completed by organizations reporting on initial teacher licensure programs for Title II. The ELAR system will only display the sections that your organization needs to complete. Additional guidance on Title II questions can be found at Title II's Technical Assistance page.

    4. Section VIII of the Annual Report must be completed by all sponsoring organizations

  • Can I enter non-alphanumeric values?

    No. If you enter a non-alphanumeric character (e.g., a decimal, dash or percent symbol) in any field, it will generate an error message when you try to save and erase everything that was entered on the page.

  • I saved my survey online, but the link to restart work was not sent to me. Where can I find the link?

    Often times, the link to restart work on your survey ends up in your junk or spam folder. We recommend checking those folders to find the link.

  • Section 1 D — Supervised Clinical Experience — What if our programs do not include induction and mentoring? / Who is required to answer that question?

    Mentoring/induction support is not formally defined in Title II, but it is essentially the coaching and instruction that a candidate receives while serving as the teacher of record in a classroom.

    For traditional programs, there likely will not be any required mentoring/induction support, since the candidates in traditional programs are typically not considered the teacher of record in a classroom and traditional programs tend to instead require student teaching and other forms of clinical experience. However, for alternative programs which offer pedagogy instruction and courses while the candidate is actually the teacher of record in a classroom, there might be a significant amount of mentoring/induction support as part of their preparation program.
