FY2020: Perkins Leadership Academy Grant

Purpose:

The purpose of this federally funded Perkins Leadership Academy continuation grant is to continue to support the mission of the Massachusetts Department of Elementary and Secondary Education (DESE) to prepare all students for success after high school.

The Strengthening Career and Technical Education for the 21st Century Act (Perkins V) requires comprehensive professional development programs for educators in career/vocational technical education in Massachusetts. The Perkins Leadership Academy grant will be a partnership comprised of school districts with Chapter 74 state-approved vocational technical education programs. The Perkins Leadership Academy will contribute to the goal of preparing students for success after high school by providing funds that will support the closing of proficiency gaps for students and the continuous improvement of career/vocational technical education in Massachusetts.

The Department seeks to provide funds to support two statewide distinct Perkins Leadership Academies:

  • Perkins Leadership Academy One — 2019-2020
  • Perkins Leadership Academy Two — 2019-2020

The Perkins Leadership Academy grant will provide high-quality, intensive, and focused professional development for aspiring leaders in career/vocational technical education in order to:

  • Enhance career/vocational technical education for students, including those in special populations;
  • Create a network of educators in career/vocational technical education in order to share resources and provide mentoring and support within the network throughout their careers;
  • Prepare participants for Massachusetts vocational technical administrator licensure and leadership positions in career/vocational technical education.

Priorities:

Priority will be given to applicants that facilitate a vocational technical administrative internship that provides for Chapter 74 vocational technical administrative licensure as follows:

Perkins Leadership Academy One 2019-2020 (411-A)

  • Vocational Technical Principal/Vocational Technical Assistant Principal
    A 500-hour internship under the supervision of an appropriately licensed and qualified trained mentor.

  • Vocational Technical Supervisor/Director
    A 300-hour internship under the supervision of an appropriately licensed and qualified trained mentor.

  • Vocational Technical Cooperative Education Coordinator
    A 300-hour internship under the supervision of an appropriately licensed and qualified trained mentor.

Perkins Leadership Academy Two 2019-2020 (411-C)

  • Vocational Technical Principal/Vocational Technical Assistant Principal
    A 500-hour Internship under the supervision of an appropriately licensed and qualified trained mentor.

  • Vocational Technical Superintendent/Vocational Technical Assistant Superintendent
    A 500-hour internship under the supervision of an appropriately licensed and qualified trained mentor.

  • All vocational administrative internships will be based on the Professional Standards for Administrators contained in the Regulation for Educator Licensure and Preparation Program Approval 603 CMR 7.00 and the Professional Standards for Vocational Technical Administrators contained in the Vocational Technical Education Regulations 603 CMR 4.00.

  • Provide high quality, intensive, and focused seminars in conjunction with the internship in order to reinforce the knowledge and skills acquired during the vocational administrative internship.

  • Provide for the development of a leadership portfolio for each participant.

  • Provide for the documentation of Perkins Leadership Academy outcomes.

  • The academy project lead will issue Professional Development Points, as appropriate, to each participant that completes the Perkins Leadership Academy.

  • The project lead will consult with; the Department, the Massachusetts Association of Vocational Administrators, and the Massachusetts Vocational Association's Executive Board.

Eligibility:

Eligible applicants are those who were awarded the competitive grant for FY19: postsecondary institutions with Perkins career/vocational technical education programs. A district, consortia or post-secondary institution that was not awarded the competitive grant is not eligible to apply.

Funding:

An approximate total of funds available: $40,000. A grant of $20,000 maximum will be awarded to each partnership (same entity is eligible for both awards). Respondents should propose budgets for the academy they choose to bid on:

411- A     Perkins Leadership Academy One — 2019-2020
411- C     Perkins Leadership Academy Two — 2019-2020

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding is to become available it will be distributed under the same guideline as listed in the initial RFP document.

Fund Use:

Grant funds must be used in accordance with Perkins V and may be used to provide salaries and benefits for a coordinator, support staff, consultants/lecturers, travel, supplies, computer resources, printing, and facility rental. Funds may not be used to supplant local or state funds or to pay for lodging. Funds shall supplement, and shall not supplant, non-Federal funds.

Perkins funds must be spent in accordance with Perkins guidelines.

Final Report:

The awardee is required to submit a final report on or before September 30, 2020, not to exceed six (6) pages, single-spaced. All submissions must be in Arial 10 point font, with one (1) inch margins, provided on one-sided, standard 8.5 inch by 11 inch paper. The final reports must include:

  • A summary of outcomes, including the numbers of participants that complete the academy
  • Successes and challenges encountered
  • How the funds were used

The Massachusetts Perkins V Transition Manual is currently under construction with anticipated completion by June 30, 2019. In the interim, please use the Massachusetts Perkins IV Manual.

This includes a signed / scanned PDF of Part I / Coversheet with Superintendent's signature and all required forms. The final budget the applicant is requesting will be entered directly into EdGrants as part of the application submission process.
