FY2021: Massachusetts 21st Century Community Learning Centers Program Enhancement Grant Summer

The purpose of this federally funded targeted Massachusetts 21st Century Community Learning Centers (CCLC) Program Enhancement Grant is to increase access to high quality summer learning opportunities.

  • To increase student engagement through the development of creative and innovative hands on programming that deepens learning and supports social and emotional learning, and career readiness and success.

  • To support opportunities that help close the opportunity and achievement gaps and prepare students for a strong future.

  • Address summer leaning loss by expanding innovative programs that serve both the academic and developmental needs of students.

  • To provide innovative and engaging academically enriching opportunities that increase motivation to learn through relevant and collaborative programing that is coherently aligned to Massachusetts standards.

  • To support the successful transition of students into elementary (including pre-K to K), middle and/or high school.

  • To develop strong collaboration and partnerships for planning and implementation in order to align and leverage resources, improve program quality, and develop shared outcomes for success.

  • To provide innovative shared professional development opportunities for teachers, administrators, and community-based partners.

Key Grant Requirements:

All grantees must provide at minimum 120 total hours of programming during the summer (2020) in one or more of the following three ways:

  • Sites can increase the number of hours offered each day and/or the number of days/weeks provided.

  • Sites that currently offer 120 hours of summer programming may propose to increase the total number of students served by approximately 25 percent (as compared to previous plans for 2019).

  • Sites that currently offer 120 hours of summer programming and demonstrate that they are at maximum student capacity may propose to add new and creative programming.

Applicants must commit to enrolling students to attend the full duration of the summer program. On average, students must attend a minimum of 80 percent of the total hours offered.

Additional grant requirements include the following:

  • Grantees are expected to have/create an environment that is culturally responsive and inclusive of students of all ability levels.

  • Grantees must address the academic and social and emotional learning (SEL) needs of students through engaging hands-on programming that includes at least one project-based learning (PBL) opportunity.

  • The district/site(s) must commit to participating in an evaluation component to measure the impact these programs have on students.


All current recipients of a fiscal year 2019-2020 (FY20) Out-of-School Time (OST) or Expanded Learning Time (ELT) Fund Code 646, and/or 645 grant are eligible to apply.

All ELT sites interested in developing or enhancing an existing summer program may choose to offer programming to a subset of students that attend or will be attending the school.

If the applicant received the state funded FY20 FC 528 Increased Access Download Word Document and/or applied for the FY20 (Summer 2020) FC 527 Development and Expansion of High Quality Summer Learning funding opportunity, the school/ program(s) for which you are applying must be different.

Up to approximately $500,000 is available.

Grantees may apply for up to $20,000/site.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding is to become available, it will be distributed under the same guideline as listed in the initial RFP document.

Fund Use:

Funds must be used solely to support the priorities of this Summer Enhancement Grant. Funds allocated under this federally funded grant program may be used only to supplement, not supplant, funds that local educational agencies, schools, and community-based organizations would otherwise expend for extended learning opportunities. Funding may not be used to support mandated or summer school like programs. No more than 10 percent of the total budget may be used for materials and supplies. Students being served by these funds cannot be charged to participate.

Additional Information:
  • Recipients will be required to complete and submit student data forms for all programs and services funded by this grant.

  • Recipients will be required to utilize the Survey of Academic and Youth Outcomes (SAYO) for all students served by these funds. Any accommodations or modifications to the SAYO administration for students on an IEP should be described in the written evaluation.

  • Field Trips

    • Must have an educational component and be aligned to approved program activities and program outcomes.
    • Field trip expenses (entry fees, etc.) should be budgeted under other costs Memberships/Subscriptions/Computer Licenses.
    • Field trip transportation costs should be budgeted under student transportation line.
    • Out of state field trips in the New England Area are allowable, but must be approved by DESE in advance of the field trip.

  • Budget/Budget Narrative: Use the Part II — Budget (II-A) and Budget Narrative (II-B) Excel Workbook provided in the Funding Opportunity RFP's Required Forms section.

  • Program Expenditures: In constructing the budget, please note that all costs must be reasonable and necessary to implement the program activities. Applicants must complete both a budget (July 1 – August 31, 2020), and a budget narrative that demonstrates clear and specific links to the project activity plan. No more than 10 percent of the total budget may be used for materials and supplies.

  • Rental of space, cash stipends to students to attend the program, cell phones, telephone and utilities, overhead costs and the purchase of materials that are used during the school day are not allowable expenses under this grant.

  • Expenditures for entertainment experiences such as food for an end of summer picnic or family showcase are not an allowable use of federal funds. Field trips that are incentives (e.g. Attendance, participation,) are not an allowable use of federal funds.

  • If you plan to use funds to hire contracted providers you must include a detailed budget and narrative for each contractor.

Submission Instructions:

Applicants should submit one Part IIIA and a separate Part III-B School/Site Implementation Plan for each school/site included.
