General Education Complaints

Please use this process for concerns that do not relate to special education matters but are otherwise related to the provision of publicly funded education by a school district, school, or other recipient of state or federal funds.

  • Examples of matters typically addressed under this process include implementation of Section 504 accommodations, incidents of bullying, and issues related to student discipline.

In accordance with Massachusetts state law and regulations, an individual may file a general education complaint with DESE’s Problem Resolution System Office.

Any individual or organization may file a complaint in a variety of ways, including:

  • Submit a complete PRS General Education Complaint Intake Form via:

PRS has developed a general education model intake form to assist Complainants in filing a complaint . Use of this form is required to file a general education complaint with PRS.
